  1. The rosy possibility is to avoid a repeat of the television scene in Iraq of young men hoarding supplies. You do what helps the most people the most equally, and that wouldn't be it. But you also don't want to 'accidentally' suggest that 'Black people riot'. So you announce it to the public in a way that doesn't suggest there will be uncontrollable disorder if you bring the supplies in. Actually you don't even know if that would happen, you just consider the risk of it to great.

    Timing is everything, you could say.
